Johanna starts with essential advice. There will always be somebody above your position. But for as a project manager, you should not wait for authority confirmation.
Act first, and ask for forgiveness later.
You must put team members inadequate management infrastructure. By doing that, your project could succeed even with a smaller amount of people. We can manage teams of up to nine people. After that number, the team naturally breaks into subteams. This means you will need leads to manage those subteams.
Number nine could differ for your organization. You should take it as a heuristic in determining your team size. Add people to the team, and when you notice that team dynamic is broken, that is your number!
